Prevent rebuild each time a test is run
Each time Visual Studio is requested to execute a unit test through MS Test within a BizTalk project, then a build is first executed. This is very time consuming and a real productivity killer! There should be no need for the rebuild if nothing in the BizTalk project has changed.
It may be the cause of this problem is that BizTalk projects are changing the .user file?
Hopefully, this issue can be resolved with a relatively simple fix.
We will size this to determine the scope involved and if it is actually a BizTalk issue. We are doing some future planning for 2018/2019 after the holidays.

This is not a BizTalk specific issue. See https://stackoverflow.com/questions/567939/visual-studio-2008-unnecessary-project-building/775272

I too am experiencing this problem and have not isolated the cause. We are using 2013R2. I don't remember similar problems in earlier versions of BizTalk. We are using SpecFlow with MSTest.
